Agencies made the volume sequencers. Instantly's first customers were its founders' own agency clients, and Smartlead's homepage is mostly agency testimonials. In 2026 the platform agencies depend on started competing with them. Instantly's VIP programme lets agencies white-label Instantly's own managed outbound at $2,000, $4,000 or $10,000 a month on a 50/50 revenue split, with "Instantly manag[ing] all technical setup, campaign execution, and optimization". At the same time, the agency tooling remains a bolt-on. The opening is a platform built for the agency as the customer, with the client as a tenant.

A reviewer puts the Smartlead tax plainly: "10 clients costs $290/mo in white-label fees". Smartlead's G2 page carries 19 mentions of "poor customer support", and a competitor's review cites analytics lag of 30+ minutes and "janky" HubSpot sync. Its Trustpilot score is 3.0, split 46% five-star and 46% one-star.
EmailBison proves agencies will pay for flat pricing and isolation, but it is invite-only, demo-gated, publishes no founders and has near-zero independent reviews. See EmailBison.
Who pays and how much
An illustrative 10-client agency spends about $600–2,500 a month on sequencer plus inboxes at October 2026 list prices (arithmetic on Lead-gen agencies). Large operators run 110+ clients and 500,000+ emails a month. At volume, agencies compare cost per 1,000 sends: about $0.72 on Instantly Light Speed, $0.76 on Smartlead Prime and $1.20 on EmailBison (list price divided by the 500k cap, excluding inboxes; see Pricing landscape and the pricing table).
The pricing gap sits between Smartlead's $174 Unlimited Smart (150k sends) and EmailBison's $599 (500k). A flat $199–299 tier for 100–200k sends with unlimited workspaces, and a $499 tier for 500k with isolation, undercuts both on the number agencies compare.
HeyReach shows what agency-first positioning is worth in an adjacent channel. It went from $2M to $17M ARR between October 2024 and September 2026 (founder-announced), largely on agencies, with an Agency plan at $999/month.
Why incumbents have not closed it
- Per-client fees are revenue. Smartlead and Woodpecker would give up a clean add-on line by going flat.
- Instantly's model points the other way. It is moving into services (VIP, managed outbound) and into AI agents that replace the work agencies sell. It cannot credibly promise never to compete.
- Tenancy was bolted on. Instantly's inability to restrict a client to their own campaigns is architectural: the workspace is the tenant, so an agency with one workspace has no client boundary inside it.
- EmailBison chose exclusivity. Invite-only and demo-gated is a deliberate positioning for the top tier, leaving the self-serve middle open (Transparent infrastructure).
What you would build first
- The agency as account, the client as tenant. Unlimited client workspaces under one bill. Roles per agency, per client, per campaign and per inbox, with a client-viewer role that sees only its own data (Workspaces, roles and SSO).
- Isolation by client. Separate sending pools, complaint budgets and warmup cohorts so client A's complaints do not burn client B (Mailbox health engine).
- Branded client portal and weekly reports on the agency's domain, built on replies and meetings rather than opens (Campaign analytics). This is the The reply desk seen from the client side.
- Rebilling. Pass inboxes, data and usage through to each client with the agency's markup, invoiced in the agency's name.
- Migration as a product. Import campaigns, sequences, leads, suppression lists and mailbox connections from Smartlead and Instantly via their APIs.
- A never-compete clause in the terms of service.
How the leaders would respond
Smartlead can drop per-client fees overnight and probably would if it lost a few large agencies. Expect that within two quarters of a credible challenger. Instantly will lean on brand, its warmup network and its affiliate machine (paying 20–40% recurring), and will keep VIP. EmailBison could open self-serve. The things they cannot easily copy are the never-compete promise (Instantly), real client scoping without rebuilding tenancy (Instantly), and support quality (Smartlead).
Scores, argued
Pain: 4. Per-client fees, leaky scoping, slow support and now channel conflict are all documented and specific. Agencies also churn readily: switching costs are low until you hold their client portals.
Gap: 3. EmailBison, HotHawk, Reply's Agency Core and PlusVibe Agency already offer flat or unlimited client workspaces. The gap is the combination (self-serve, flat, scoped, rebilling, reporting, never-compete) rather than any one feature.
Size: 4. Agencies are the volume sequencers' core buyer and drive much of the send volume and inbox spend. No census exists (Lead-gen agencies), but every leader built on them.
Moat: 3. Once an agency's client portals, branded reports and rebilling run through you, switching means re-onboarding every client. Price is copyable in a quarter; embedded client relationships are not.
Speed: 4. Agencies buy self-serve, trial on one client and move fast. Operator agencies and Clay experts (186 listed) are a reachable channel (Distribution).
Safety: 3. Agencies are the highest-volume, most abuse-prone customers. One reseller hosting a spammer can damage shared reputation, and intermediaries that lack contracts and monitoring have been penalised under CASL (Datablocks and Sunlight Media, $250,000 combined). Isolation and per-reseller AUP enforcement are required, not optional (Provider rules: Google, Microsoft and the ESPs).
What would kill it
Smartlead makes white-label and client workspaces free and fixes scoping, while Instantly drops VIP or ring-fences it. That removes most of the grievance and leaves you competing on price per 1,000 sends against bootstrapped leaders who can cut at will (Funding and exits). A second kill: a Google or Microsoft wave that hits agency infrastructure specifically, if your platform cannot re-home domains fast (Provider crackdowns).
What this means for an entrant
- This is the best segment to sell to first. It is reachable, buys self-serve and is angry. See The wedge and Go-to-market plan.
- Stack it with EU-native compliant outbound. European agencies running multi-country campaigns get the per-client country rule engine and a cross-client objection list. No US tool offers that, and it is the most defensible pairing in these openings.
- Stack it with The reply desk. Client approvals, meeting proof and per-meeting billing are what an agency resells. The desk is the client portal.
- Stack it with Trust as positioning. Named humans in a shared Slack, one-click cancel and published overage pricing are exactly what EmailBison's opacity and Smartlead's support leave open.
- Price per send, never per client, and publish the $/1,000 comparison (Pricing strategy).
- Put the never-compete promise in the terms. It costs nothing and Instantly cannot match it.
